That way, you wont have to worry about those 3000fps loading/menu screens. I would recommend to cap your framerate in NVIDIA control panel. In terms of v-sync, its also disabled by default when in windowed mode or in this case "fullscreen" which also uncaps your framerate as it needs to be in exclsuive mode to track your refreshrate. Whilst tabbing out in normal fullscreen mode happends immediatly. It'll take a few seconds, and then exclusive mode is disabled automaticly. You can test that by enabling exlcusive mode, then tabbing out. In an older game like TR2013 there is no difference, as it doesnt put major load on modern hardware, but in modern game which stresses the hardware quite a lot it can actually give you an FPS boost. While in windowed mode Windows distributes ressources equally. Which takes priority off any other application in the background, thus slows them down as windows distributes most power to the top application. That difference is that while in fullscreen, windows gives priority to the application on top - in this case the game. Well the difference is, that "fullscreen" is borderless windows.
